CAN/CSA-E61959:14

This is the first edition of CAN/CSA-E61959, Secondary cells and batteries containing alkaline or other non-acid electrolytes — Mechanical tests for sealed portable secondary cells and batteries, which is an adoption, with Canadian deviations, of the identically titled IEC (International Electrotechnical Commission) Standard 61959 (first edition, 2004-01). For brevity, this Standard will be referred to as “CAN/CSA-E61959” throughout. This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard. This Standard was reviewed for Canadian adoption by the CSA Technical Committee on International Standards, under the jurisdiction of the CSA Strategic Steering Committee on Requirements for Electrical Safety, and has been formally approved by the Technical Committee. This Standard has been approved as a National Standard of Canada by the Standards Council of Canada. Interpretations: The Strategic Steering Committee on Requirements for Electrical Safety has provided the following direction for the interpretation of standards under its jurisdiction: “The literal text shall be used in judging compliance of products with the safety requirements of this Standard. When the literal text cannot be applied to the product, such as for new materials or construction, and when a relevant committee interpretation has not already been published, CSA Group’s procedures for interpretation shall be followed to determine the intended safety principle.” Ce document constitue la première édition de la CAN/CSA-E61959, Accumulateurs alcalins et autres accumulateurs à électrolyte non acide — Essais mécaniques pour accumulateurs portables étanches. Il s’agit de l’adoption, avec des exigences propres au Canada, de la norme CEI (Commission Électrotechnique Internationale) 61959 (première édition, 2004-01) qui porte le même titre. Par souci de brièveté, tout au long de ce document, il sera appelé «CAN/CSA-E61959». Cette norme est jugée convenable à l’évaluation de la conformité selon le domaine d’application établi dans la norme. Cette norme a été revue en vue de son adoption par le Comité technique CSA sur les normes internationales, sous l’autorité du Comité directeur stratégique CSA sur les exigences en matière de sécurité électricité, et a été approuvée par le Comité technique. Cette norme a été approuvée en tant que Norme nationale du Canada par le Conseil canadien des normes. Interprétations : Le Comité directeur stratégique CSA sur les exigences en matière de sécurité électricité a élaboré la directive suivante sur l’interprétation des normes qui relèvent de sa compétence : «Le texte littéral doit être utilisé pour juger de la conformité des produits par rapport aux exigences en matière de sécurité de la présente norme. Si le texte littéral ne peut être appliqué au produit, comme c’est le cas pour les nouveaux matériaux ou les nouvelles constructions, et si aucune interprétation pertinente n’a été publiée par le comité, la marche à suivre du Groupe CSA visant l’interprétation doit être observée afin de déterminer les principes de sécurité souhaités.»
