Reconditioning, Remanufacturing and Repair of Drums for the Transportation of Dangerous Goods
1. SCOPE 1.1 Organization and Content — This standard specifies the requirements for the reconditioning, remanufacturing and repair of steel and plastic drums for the transportation of dangerous goods. This standard consists of three parts and one appendix. Part I specifies the general requirements for drum eligibility, and a registered facility’s quality management system. Part II specifies the requirements for the reconditioning, remanufacturing and repair of steel drums. Part III specifies the requirements for the reconditioning and remanufacturing of plastic drums. Appendix A specifies the requirements for the registration of remanufacturing, reconditioning and repair facilities and of reconditioning facilities’ symbols with Transport Canada. 1.2 Application — This standard applies to drums with a capacity less than 450 L (99 imperial gal. or 116 U.S. gal.). 1.3 Additional Requirements — The Transportation of Dangerous Goods (TDG) Act and the Transportation of Dangerous Goods (TDG) Regulations may call for additional requirements regarding the design, construction, qualification, selection, use and testing of drums. Where there is an inconsistency between the requirements of this standard and those of the TDG Act and Regulations, the requirements of the TDG Act and Regulations shall prevail. 1.4 Quantities and dimensions used in this standard are given in metric units with English equivalents shown in brackets where appropriate. The metric units shall be regarded as official in the event of a dispute. 1.5 The reconditioning, remanufacturing and repair of a drum in accordance with this standard may require the use of materials and/or equipment that could be hazardous. This document does not purport to address all the safety aspects associated with its use. Anyone using this standard has the responsibility to consult the appropriate authorities and to establish appropriate health and safety practices in conjunction with any applicable regulatory requirements prior to its use. 1.6 In this standard “must” and “shall” are imperative, and “may” and “should” permissive. 1.7 This standard is intended for conformity assessment.
