Construction of Tank Cars Tanks and Selection and Use of Tank Car Tanks, Portable Tanks and Rail Cars for the Transportation of Dangerous Goods by Rail
1. SCOPe 1.1 This Standard specifies requirements for the construction and maintenance of single and multi-unit tank car tanks. It also includes requirements for the selection, use, handling and filling of single and multi-unit tank car tanks, portable tanks, tight sift-proof covered hopper cars and other bulk containers for the transportation in bulk by rail of dangerous goods of Classes 2, 3, 4, 5, 6.1 and 8 of the Transportation of Dangerous Goods Act. 1.2 This standard does not apply to intermodal portable tanks for multimodal transportation not to freight containers constructed to ISo standards. 1.3 This standard is not intended to be a manual for the selection of the appropriate means of containment for the transportation of dangerous goods. Rather, it simply sets out certain minimum requirements. In particular, this standard does not address in detail, the chemical compatibility between dangerous goods and the various materials of construction of means of containment and their accessories. Consequently, it is essential to exercise competent technical and engireering judgement in conjunction with this standard. 1.4 The Transportation of Dangerous Goods Act (TDGA) and the Transportation of Dangerous Goods Regulation (the Regulations) may call for additional requirements regarding the design, construction, testing, or retesting of tank car tanks or portable tanks due to particular characteristics or properties of individual dangerous goods. Where the requirements of this standard are at variance with the requirements stated in the Regulations, the requirements of the Regulations take precedence. 1.5 The testing and evaluation of a product against this standard may require the use of materials and/or equipment that could be hazardous. This document does not purport to address all the safety aspects associated with its use. Anyone using this standard has the responsibility to consult the appropriate authorities and to establish appropriate health and safety practices in conjunction with any requirements prior to its use.
