These requirements cover the following elevator appliances intended for installation and operation on horizontal and vertically opening hoistway doors and gates and car doors and gates in accordance with the requirements of the Safety Code for Elevators and Escalators, ASME A17.1:

a) Hoistway-Door Interlocks (ASME A17.1/CSA B44, Clause 2.12.2),

b) Hoistway-Door Electric Contacts

c) Hoistway-Door Combination Mechanical Lock and Electric Contacts (ASME A17.1/CSA B44, Clause  2.12.3);

d) Hoistway Gate Electric Contacts (ASME A17.1/CSA B44, Clause 2.12.2.4.4(c)(2));

e) Car Door Interlocks (ASME A17.1, Clause 2.14.4.2.2);

f) Car Door Electric Contacts (ASME A17.1/CSA B44, Clause 2.14.4.2.3); and

g) Car Gate Electric Contacts (ASMEA17.1/CSA B44, Clause 2.14.4.2.3).

These requirements are intended to supplement and be used in conjunction with the Safety Code for Elevators and Escalators, ASME A17.1.

These requirements do not cover elevator appliances rated more than 600 volts.

In Canada, a Canadian Standard or Other Recognized Document is necessary for certification of products in regulated areas. In the case of elevating devices, elevator door locking devices require certification, as per ASME A17.1-2016/CSA B44-16 Elevator Code. Previously, these devices were certified using a CSA Technical Information Letter (TIL CSA D-11B). However, in May 2018, CSA withdrew TIL CSA D-11B. Accordingly, there are currently no requirements covering Elevator Door Locking Devices and Contacts in Canada. As a result, manufacturers and regulators are left with a requirement for certification but no Canadian standard or Other Recognized Document to meet that requirement. Manufacturers are currently producing product compliant with UL 104, an ANSI standard; UL 104 is referenced in the ASME A17.1-2016/CSA B44-16 Elevator Code. This Notice of Intent is to propose UL 104, the standard already used in the Canadian market for certification, as a joint Canada-US bi-national standard. In addition to manufacturer support, a joint Canada-US standard is supported by Dean Bruce, Provincial Administrator, Elevators, Amusement Rides and Passenger Ropeways, Municipal Affairs, Government of Alberta. Given the need for Canadian requirements, it is anticipated that a Joint Canada-US binational standard will also be supported by the RAAB and the Chair of CSA B44 committee. ANSI/ CAN/UL 104 will fill the gap in Canadian requirements for Elevator Door Locking Devices and Contacts and will assist manufacturing in meeting their obligation to produce certified products for use in Canada.
