Scope:  1.1 This consumer safety specification covers the establishment of performance requirements and corresponding test methods used to minimize the hazards to users of self-balancing scooters(SBSs)

1.2 This specification is intended to cover use of these products for children:

1.2.1 Age 5-8 Requirements – under development

1.2.2Age eight to twelve for SBSs limited to speeds 16 km/h (10 miles/h) or less.

1.2.3 Age 13 and above for fast-moving SBSs capable of achieving speeds >16 km/h (>10 miles/h).

1.3 This consumer safety specification includes requirements for safe-use instructions and labeling to minimize the hazards to users of self-balancing scooters.

1.4 This specification is intended to reduce hazards, other than those inherent to the users of these units during normal intended use and within manufacturers’ safety guidelines.

1.5 This consumer safety specification is not intended for SBSs designed or licensed for roadway use regulated by transportation regulations (Department of Transportation (DOT) or state).

1.6  This consumer safety specification is not intended for battery powered ride-on toys (Consumer Safety Specification F963)

1.7 No product covered by this specification produced after the approval date of this consumer safety specification shall, by label, marking, or other means, indicate compliance with this consumer safety specification unless it conforms to all requirements herein.

1.8 The values given in SI units are to be regarded as the standard. The values in parentheses are for information only.

During the period from August 1, 2015 through June 30, 2016, NEISS data provided by the U.S. Consumer Product Safety Commission (CPSC) staff estimates that there were approximately 650 reported emergency-room-treated injuries related to self-balancing scooters. In addition, there were widely reported incidents associate with overheating of ion-lithium batteries in these products resulting in recalls by both the CPSC and Health Canada (see link - https://dailyhover.com/swagway-x1-hands-free-hoverboard-recalled-by-health-canada/). The purpose of this standard is to develop performance requirements for mechanical and physical properties of these products to reduce injuries associated with falls and other physical hazards. Electrical systems shall be addressed through reference of the work by UL’s Standards Technical Panel for Electrical Systems for Self-Balancing Scooters, STP 2272, and will be closely coordinated with that group.
